The Riyadh Metro is a phenomenal move by the Royal Commission for Riyadh City to commence operation of the Metro for passengers who benefit from their ride in eco-friendly electric trains. While most stations seem to have begun operations, authorities have rolled out strict punishments for addressing improper usage within the rail system for the safety and efficiency of its services.
Here’s the catalog of offenses and fines in the railway system:
Abuse of Facilities and Disorderly Behavior:
- Grievous Offenses: penalty amounting to SR 20,000 to SR 50,000.
- Medium Offenses: between penalties SR 5,000 and SR 10,000, increased to SR 15,000 for doing the same offense again.
- Petty Offenses: penalty amounting to SR 500 to SR 1,000, and may go up to at least SR 5,000 if the offender repeats the offense.
Secured Entry to Unauthorized Railways:
- Grievous Cases: penalties between SR 100,000 and SR 200,000, repeat offenders carrying maximum fine.
- Moderate Cases: penalties from SR 20,000 up to SR 50,000, with fines levied up to SR 100,000 for multiple offenses.
- Minor Cases: within the range of fines from SR 10,000 to SR 15,000, stepping up to SR 50,000 for their repetitions.

Trespass and Damage to Public Property:
- In causing accidents: punishments range from SR 150,000 to SR 200,000 with repeat offenders subjected to maximum fines.
- Disruption of Service or Stoppage of Service: fines range from SR 80,000 to SR 100,000, with repeat offenders subjected to SR 100,000.
- Damage not caused by service disruption: penalties ranging from SR 10,000 to SR 75,000 to SR 100,000 if repeated.
Interfering in Operations:
- Severe Interference: amount of penalty varies from SR 50,000 to SR 100,000 and also up to SR 150,000 for repeating the same.
- Medium Interference: Fines start with a range of SR 10,000 and go as high as SR 20,000 with repeats capped at SR 50,000.
- Common Offenses: Between SR 5,000 and SR 10,000, rise from repeating offense to SR 50,000.
Penalties for Malicious Damage to Infrastructure:
- Malicious destruction of the rail system is punishable by a fine of up to SR 20,000 to SR 500,000 and/or imprisonment of up to two years. Serious offenses, such as cable theft, destruction of infrastructure, or threatening public safety may attract penalties as high as SR 10 million for repeat offenders.
