Abu Mohammed al-Golani, the leader of the Hayat Tahrir al-Sham (HTS) rebel group in Syria, has urged fighters to return to their bases and put down their arms with the arrival of state officials, including policemen returning to duty. He emphasized the need for order and warned that mayhem would be created by having arms on the streets.
Following a successful 12-day operation to dethrone Assad, al-Golani appointed former Syrian Prime Minister Mohammed Ghazi al-Jalali as head of state institutions and provider of continuation of social services during the transition. Both leaders are currently working towards discussing with al-Jalali to establish as part of the management transitional period and ensure the safety and security of all citizens while upholding the promise of free and fair elections.

Reports indicate that an agreement for the immediate transfer of power to a temporary government can be reached soon. Meanwhile, rebels declared a 13-hour curfew to enforce strict control within the city and its main institutions with much of the capital wasteland and businesses shuttered.
The impact of the civil war that has torn Syria since 2011, the year of the Arab Spring, has been so deadly that it has displaced over 14 million people, caused close to 5.5 million Syrian refugees in neighboring states, and uprooted 7.2 million from their homes within the country. According to the UN, 90% of the country is now impoverished due to the war, and 70% needs humanitarian aid.
