The initiative has over 12 thousand online courses for 100000 students and faculty courtesy of HEC Pakistan and Coursera, known as DLSEI 3.0.
As a part of the Digital Learning & Skills Enrichment Initiative (DLSEI), the Higher Education Commission (HEC) Pakistan has partnered with Coursera to launch the DLSEI Programme Phase III. It aims to reach out to 100,000 students and faculty members in universities throughout Pakistan in order to provide them with opportunities of digital learning. The Commission will also undertake skill development of the target populace by providing free access to more than 12,000 online courses and guided projects on Coursera. Registration for this initiative via the HEC e-services portal is available for all public and private sector university students and faculties of higher education institutions.

The very first step of DLSI was undertaken in 2018 when HEC collaborated with Coursera for the first time. Subsequently, over 45000 young people were trained under this program through short course certifications and completion of over 267000-course enrollments. It offered students of more than 200 universities access to the Coursera content. On that occasion, Chairman HEC Dr Mukhtar Ahmed talked about the importance of the partnership between HEC and Coursera. He pointed out that the objective is to equip Pakistani youngsters with more advanced skills by way of online certification courses and programs.
Dr. Ahmed expressed confidence that the partnership will require further strengthening based on what has been achieved. He requested universities, their faculty, and students to take advantage of this opportunity. Professor Matt Klein, Coursera Director of International Governments, was delighted to announce that HEC became its partner. He praised HEC for focusing on improving job-relevant education and skilling of the youth of Pakistan. Klein averred that 99% of the DLSEI beneficiaries used Coursera resources to grasp concepts and enhance skills.

Member IT HEC, Dr. Jamil Ahmad, underscored the commitment of HEC towards the provision of high-tech facilities in the universities and interaction with leading technology enterprises for the empowerment of the youth of the nation. He stressed the education on the necessity to obtain certificates and build capacity in professional and specialized courses in areas that are of global importance from the best universities in the world. The DLSEI, which is a digital literacy program course from the Higher Education Commission of pakistan and Coressa, is aimed at empowering digital literacy and the skill development of university students and their faculties. This also motivates learners to acquire trained skills and new ideas to bring their education systems to par with international education systems, especially that of Pakistan.
