Kyrgyzstan’s Plan to Limit Cell Phone Usage in Schools

To promote a more focused learning environment in educational establishments, Kyrgyzstan’s Ministry of Education and Science has suggested a draft decree restricting the use of mobile phones within such institutions. The proposal is publicly open for feedback.

According to the draft rules, the phones of all students and staff will be put on mute settings before entering the school or university’s courtyards. Students will be encouraged to turn their devices off and deposit them in specific spots. The use that day will only be permitted during breaks and emergencies, except from prohibitions on charging the phone on the premises. In addition, distributing violent, cruel, or pornographic content as well as unauthorized photo or video shoots that may damage an institution’s reputation would also be prohibited.

Authorities restrict teachers’ use of mobile phones and other devices during lessons, except when these are related to instructional functions. The ministry seeks to improve students’ health, lessen harassment, and reduce their exposure to harmful material.

Kyrgyzstan follows in the footsteps of other countries with similar measures. Russia bans students from using mobile phone devices during lessons except in an emergency. Azerbaijan and Tajikistan have similar restrictions, thereby complementing the total ban on mobile devices at schools. France and the Netherlands are also among the countries that have made this decision globally due to increased academic performance and reduced anxiety among students. Recommendations for worldwide smartphone bans for better academic performance and classroom disruption were issued by UNESCO.
