The National Electric Power Regulatory Authority (NEPRA) then finally, on Friday, approved a Winter Package in terms of the Government at Rs 26.07 per unit for three months (December 2024 – February 2025).
According to a press release, this package will be applicable for all eligible industrial, commercial, general service, domestic, net metering consumers, and wheeling industrial consumers of Discos and K-Electric (KE).
All of the above-consumed incremental consumption above the benchmark consumption corresponding to the month in question, and the tariff of Rs 26.07 per kWh will apply to all eligible customers. Benchmark consumption will use the approved formula to be defined as the greater actual monthly consumption for FY 2024 or the historical consumption for the past three years.

The power tariff will be R26.7 for additional units which accounts for a 30 percent reduction from the minimum rate of R37.49, and a 50 percent reduction, of R26, than the maximum rate.
This winter package provides just a span of three months (December 2024 to February 2025) to such customers. For residential consumers, the base rate is a minimum of Rs 37.49 but goes up to Rs 52.07 a unit, though extra usage would be charged at Rs 26.07 per unit for both categories.
