Israeli military operations in the Golan Heights buffer zone along Syria would be in direct contravention of the 1974 disengagement agreement existing between Israel and Syria, according to the United Nations. Such activity, according to the UN peacekeeping forces, is a violation of the agreement which prohibits military forces or activities in the area of separation.
The context further states that unidentified armed elements were seen at checkpoints in the separation zone while reports have also indicated that the entry of Israeli army personnel into the separation zone has been confirmed by the United Nations Disengagement Observer Force. Israeli army calls it a “temporary defensive measure against occupation by non-state armed groups” and relies on the right to act against any threat upon Israel.

Ambassador Dorr Danon wrote to the UN Security Council on the matter that “the Israeli army assisted the UNDOF in repulsion of armed groups unsuccessfully attacked.” He asserted that Israel is acting very limited and temporarily, purely focused on security. However, Israel has closed military zones inside the occupied Golan Heights in the wake of the collapse of the Assad regime, while the UN has called on both Jerusalem and Damascus to adhere to the 1974 agreement to keep the region stable.
